All that is doing is cutting yojur light output from those small CFL's. Get proper lighting and you won't have that problem.

I don't think that putting fabric on any heat source (light bulb) is a wise idea.

I also significantly doubt that it's changing the spectrum the way you're desiring. You're simply filtering whatever light you do have.

No. As previously stated, filtering light through a red fabric isn't going to give you the result you're looking for. You have a higher chance of starting a fire than anything else you're trying to do.
