Wilting leaves, please help!

I guess I don't have a green thumb after all...

This is attempt #2 at growing, and so far nothing's survived. The first ones died of underwatering. I have one that's doing well. But this one just doesn't want to cooperate..

I have two seedlings growing at the moment in Fox Farm potting soil, under 2 42w cfls 20 hrs on 4 hrs off. There's a small oscillating fan going while the lights are on. The temperature has stabilized at around 75degrees F and humidity is at about 35-40%.

I noticed a couple days ago the growth had slowed significantly. The other plant at this point has 2 or 3 new sets of leaves coming in already, and this one has pretty much stayed the same.
Now the leaves have begun to wilt, although the color is the same.
Can anyone tell me what's wrong and how the hell to fix it?

I'm really stressin out here... I just want my little guys to make it past the seedling stage before I kill them off somehow!

Them are too little for ffof, you wanna wait til they have
at least 2 or 3 sets of leaves before putting in ffof.
I start my in Light Warrior or sunshine mix is good too
for seedlings. Give them water first week 18oz cup,
second week 1 gallon pot with 1/2 tsp grow big,
third week plain water when you transplant into 5 gallon ffof~
No ffof till after 2 weeks!
