Yellowing lower leaves, drooping leaves, and now deformed new growth on seedlings??

Hey, this is my second grow, growing Snow White from Nirvana.
Budget set up atm except for a 400w HPS; using some soil from the garden, (it had been mixed with some compost a while ago), waiting for perlite for when i re-pot it, in pot noodle pots with plenty of wide holes cut in the bottom. Basically we noticed a while ago that they seem to be growing pretty slooow, they are 2 and a bit weeks old right now and im pretty sure they should be a lot bigger... They have droopy leaves and the lower leaves are yellowing a bit. I thought it might be an N deficiency so we added some half strength N fert yesterday. Anyways we thought that was manageable but i just checked on them and the new leaves growing out of the top one of them are all twisted up looking :-/ i havent got a pH tester yet so i was thinking maybe the pH is off? We have been watering them every 2-3 days with tapwater. I'll post some pics in a minute if anyone is interested in helping, cheeeeers x :leaf::leaf::leaf:
Oh btw are they still counted as seedlings? they're 2 and a bit weeks old but they're pretty small...

I had twisting leaves before. When it happened to me it was a combination of heat/light being too close/and a nute problem

The light is like a foot away, and they have only had one small feeding of nutes, from what i have read i thought it was N and maybe P deficiency, i dont have any money to buy nutes till next week though. Also is there not a chance it could be the pH locking out nutrients? i dont know why the pH would be off but i dont have a testing kit cos again i dont have the money yet lol.
Do you think my light is too close then? (400w HPS)
