Taproot is out. Plant them! Just don't put them too deep - about twice the width of the seed (depending on where you put them)
I usually suspect a problem if they don't break the soil after 10 days, but SHOULDN'T take 14.

When I used to put them in water and paper towels I would wait until the tap root was about 1/4" long, but now I just throw them in the dirt and have had 100% since.

But ya you can plant them now.
