help, plant in trouble

I put my germinated og kush strain in the soil 11 days ago. 8 days ago it sprouted, and about 4 days ago I got my first set of true leaves. Its currently directly under 3 23 watt CFLS. They are each equivalent to 150 W. It hasn't really been growing in the past couple days and my 2nd set of true leaves have shown no signs of coming in. Should my plant be further along by now? The leaves look perfectly healthy, as does the stem. I am trying to find somewhere local to get a light fixture for a MH but I have had no luck. Any advice guys?

Without pics its hard to tell what the problem is, but, I can tell u what its not......its not your lights.....the 3 cfl's are more than enuff at this point. I veg with cfl's all the time.....vegging a sugar black rose from delicious seeds right now under 2-13w & - 26w

This! Too much water can stunt a plants growth. Water right at the stem only when the soil is dry.
