Slow growing, 23 days from seed.!?

Hi.
This is my second grow, strain critical. Lights, first 2 weeks t5,now 600w dualspectr! Hps.
Soilles mix.
What's wrong with, my plants they are very small, for this age, or it's OK?

Light schedule:first 2 weeks 24/0 T5,Now 18/6 600w sylvania dual spectre.HPS
Hesi nutrients,only litl be.1/2 from the sheudl.
Temparature 23-25C,Humidity50-65%
PH-6.1 -6.3
Distance from lights,60cm,Adjust A Wing with spreader.

Maybe I am giving to much water,50ml each watering.
day 1 water,day 2 nothing,day 3 watering.

a definite possibility. i've overwatered more than my fair share of plants and i can tell you that it does hinder the growth rate of your plants significantly.

Well I reckon they are just about right for 21 days still showing what I would say was a wee bit of overwatering, causing lack of oxygen to the roots, heres a pic of my last grow at roughly 21 days for comparison, the three small plants at the front are twenty something days from seed
