It is called Chlorine Bleach for a reason... LOL!!! The stuff that comes out of the bottle of Clorox Bleach is simply diluted from what you would put in your pool. There are some other things thrown in such as salt and soda ash but those are not likely to kill you.

Places like San Diego do "clean sweeps" for city events like Supper Bowl ect. where they arrest as many homeless as possible to make the city more presentable during the event.
Some get placed in shelters some in jail and some just dropped off further away. I'm sure there's other city's that do the same.
