There are plenty of right wing idiots who are not racist themselves but still serve the racist agenda. They think that all social welfare programs are somehow counterproductive while they support the rest of the existing capitalist system. This view serves the racist agenda by guarding the status quo wherein socioeconomic stratification is parallel to ethnic lines. They think that people ought to just "pull themselves up by the boot straps" and they decry programs that favor minorities specifically with out regard to historical injustices. They seem to want to see how many seats the rock bottom can accommodate.

Short of abolishing the entire system of inequality called capitalism, the only way to combat the poverty that it creates is to extend the social safety net and all forms of social welfare to all who need it, regardless of ethnicity. This will create an abundance of opportunities. Currently the game is rigged against the poor and the vast majority of positions of power and privilege are held by white men.

A dearth of opportunities for upward mobility only serves to keep the people at the bottom from ascending.
