First of all I believe that you are putting too much thought on your grow tent. The tent isn't what gets you yields, the light wattage, space, and knowledge/skills give you yields. You can make any air tight tent smell proof, the tents don't come smell proof, you do that with a carbon filter or ozone generator.
I would figure out how much space you need and then just get a cheap tent that fits what you need. Also getting a pound a month starting from scratch is very difficult. Even if you have enough plants, enough light, and enough space, there are so many other variables.
If you can get a perpetual grow going, then I think you may be closer to your high expectations. Let's say you get one 4'x4' tent for flowering with a 1000w in it. Then you could have an additional 3'x3' veg tent with a 400w. You can veg 6 plants for a month, then move them into the flower room. One month into flower you start 6 more plants in your veg room. Theoretically you could get 2 lbs more or less (definitely less at first probably a pound) every harvest and you would harvest about every 8 or 9 weeks.
So with this strategy, you could constantly learn and improve after learning from mistakes and not stressing as much if you screw up. Also this setup should be under your price range. You do want to invest in things like an ac/dehumidifier and a heater. Temp control and proper air flow will only increase your yields.
There is so much information online about growing, you need to do more research before jumping in. A pound a month is more than possible, but don't expect you will get that, just do your best and keep reading, learning, and improving and you will get there.
Checking out people's grow journals is very helpful. Find someone that has a setup that you want and yields what you want and talk to them about how they accomplish it. Hope this helps at all, don't try to get too overwhelmed, you can always start somewhat small and work your way bigger, there is no harm in that.
