Divide the room up into two sections. I would run a 3x8 for seedlings and veg and keep the back 5x8 for flower. I would buy a 1000mh/hps for flower.
Use t5's for seedlings til they are a foot tall then throw them under the mh for a month.
Two foot plants under the hps for flower
And repeat.

With a construction background reading/looking at the pictures building a room and assembling the materials in a circuit won't be the hard part the room has a 8x8 opinion for the build only one difference in height so it can be built accordingly

Add your choice of heatsink/aluminum-rack and your cooling option, fans or water cooling. I'm using a car radiator rigged up to a pump and copper refrigerator water coil thermal adhesived to the rack. (you will use a lot off adhesive if you use refrigerator coil, buy 1 adhesive if going with heatsink/fan cooling, buy 3 if going with water cooling via refrigerator coil.) Don't buy the aluminum from a hardware store if on a budget, much cheaper at local metal supply.

Those pumps kick ass btw, awesome for many uses. I used it in a hydro tower with my solar setup during summer. (not weed)
