about an inch or two once they sprout and on for 18/ 6 then 12/12 for flowerinn would it work well?
would two 40 watts fluorescent bulbs work?

How many plants? I wouldn't use 2 40 watters for more than 1 plant... but thats just me.

it would range from 2 to 4 would the 40 watt bulbs work the whole way through start to finish?

I'd try to get 2 more lights per plant. Yes, 40 watters will work.

I recently started seedlings out under two 4' 40w tube fluoros. It worked great in the beginning. After 1-2 weeks I started adding CFL's. I wouldn't think two 40w tubes would get you through the whole cycle, plus cfl's are cheap. I have heard (atleast w/ CFL's) a good estimate is approximately 140w-160w's per plant.
