this coming from the historian who refuses to walk us through that time and place in history where intelligence was not an advantage, and thus the people in that geographic region failed to evolve from the neck up.

Clinton's advisers had been pushing this for years.
it was a republican bill. it would have been signed into law by bush a year later anyway, moron.

Clinton's advisers had been pushing this for years. His chief of staff of economics finally convinced him and then left for citibank and made over 100 million. Clintons have always taken care of their buddies.

Let me explain how this works: We have 3 branches of Government in this country

1) Executive. (President and his cabinet...Sec. State, Sec. Of Defense, Attorney General ...etc...) President signs bills that are passed by the legislative branch into law or he can veto (reject) it.

2) Legislative branch (thats congress the House of representatives and Senate) the laws are presented and passed here and REPEALED here, got that!

3) Judicial branch (Supreme court and Federal appeals court) where laws are interpreted and ruled upon.

Hope this helps you since you seem a bit confused on how laws are made and who repeals them.

LOL, I'm not denying any of that. It was a pub bill to repeal the act, signed into law by Clinton.

I should have said Clinton signed the repeal and Ms. Clinton refuses to reinstate it because it would make Bill look bad. We can say Clinton balanced the budget though can't we. Does a president actually make the budget?

You can remain willfully ignorant and absolve Clinton of the repeal or you can read the years of correspondence between he and his advisers and admit he had a role in it.
