They don't look bad. I might see burnt tips on the new growth. Kelloggs Patio Plus is fairly hot by itself. I only use 20% (with 60% Pro-Mix HP and 20% perlite). It's kind of barky/clumpy. I like it with peat. It adds some texture peat doesn't have by itself. But, PP by itself is kind of rugged(? not sure what word I'm looking for).

I think if you can err on the side of too dry for awhile (at least once) they'll improve. They just look overwatered. Hopefully I'm mistaken about the new growth maybe being a little burnt (tipped).

Yeah. My last attempt was with straight Kellogg's PP. What I have currently is a mix (about 50/50) with MG Seedling Starter. Anyway, sadly, you're not mistaken about the new growth. What kind of threw me off is that it looks slightly purple.

Anyway, I'll play the waiting game and hold off on the water.

Maybe it's not burn, but P deficiency. P is available at higher ph. Soil ph rises as it dries. If you kept it too wet (watering too frequently, not enough drainage) that could hold the ph lower. So, maybe it's just overwatering.
 
What's a good distance for the GE bright stiks from the top off the plants? I know higher wattage LED should be 18" or so depending on the age of the vegging plant. What about these little bright stiks? BTW I can easily and successfully veg a plant with about 50 watts of CFL before putting under my 250 watt hps
