In your mind is the purpose of taxes to raise revenue for the government or should the purpose be to be fair and to be social engineering?
Because any historical analysis of the capital gains rate will show that when the rates go down the revenue goes up.
Obviously there is a point at which below the total revenue will decline.
But if capital gains rates are 40% the government gets less revenue than when the rates are 30%. Its easy enough to Google this and see.
So what is the reason you want to cost the government so much revenue by raising the cap gains rate?

Above is raw data. Showing annual revenue and what the cap gains tax was for any one year. Its clear to any one that just raising the rate doesnt generate more revenue...

High capital gains rates will only result in less revenue to the federal government. Raising it just to say FU to the rich helps no one. It hurts everyone. We can't afford to raise capital gains tax rates.

what you are trying to say i that there is some genetically determined cause of racism in human societies. that is purely and simply false on every level, from the genetic component to the fallacy of composition you are attempting.
racism is a learned behavior. some people learn it, and some societies employ it. but that does not make it a trait of humans, nor could it even be a trait of human societies.

I never mentioned genetics. You did. I'm talking about memetics. It borrows language from genetics becuaer Dawkins used it as an allusion to explain how ideas move through a society.
While racism is a learned behaviour in the individual, it is an inevitable part of human society. Once someone has that idea "hey were better than those people" the genie is out of the bottle.

You pull one little segment out of there.. I didn't even mention the graph. The graph is irrelevant. The first link is the real important one.
Any time the cap gains rates climb over about 28% revenue generated by those taxes actually falls.
When the tax rate falls below about 30% the income goes up.
There are very few years where that is not the case.

How about no taxes for those at poverty level but no return either? If they could guarantee that rich folks couldn't deduct millions of tax dollars off I think it would be worth it. More money in each paycheck for the poorer and no deductions for the rich?
