I have an MH bulb labled BT28 that i was going to run in my veg closet but it burns with a red glow like a 2700k CFL..shouldn't it burn with a blue/white glow like a 6500k if I'm using it for veg?

Nope. I came up on a 400w ballast and housing that was designed for outdoor applications like parking lots for dirt cheap at an auction. This bulb was already in it..If you have doubts about a bulb. Please don't run it. Is the bulb blackened or anything?Pics will get you a good response from the right people.

I'm just getting started on roll it up so I'm still trying to figure out how the hell to post a pic. But the ballast says metal halide and its round and fat like an MH not long and slinder like a hps..It's probably an HPS. Pics?

If so, its a 4000K and would still have a bit of "red" to it.

If its what you have yes, it will veg and flower plants. 3500-4000 is right about in the middle where you would want to be if you planned to use this bulb throughout the grow for veg & flower.
