Could be the 'IR' chips at 730nm or whatever.

What you may have paid for it doesn't change the fact that it is a cheap panel.
It is a generic chinese panel. They commonly drive the LEDs too much for the quality and as a result, they get burnt out diodes.
Underdriving solves both problems. But you need to get more panels to make up the light difference.

Mars are cheap, chinese....well...junk. Cheap components that last..maybe a year. Ok for veg...not great. I wouldn't use for flower at all. Use that money to buy a 400 watt HPS and you'll be a lot happier..........I just looked upon ebay...269 bucks!!! ouch. Yeah for that you could have gotten a nice 600 watt digi ballast/fixture and bulb....for less.

odds of having the led out on 3 panels in the same location is about a gazillion to one. Its fine to use the light, but most people would suggest you dont, or rebuild it with cobs...

If you want to try led, get some cobs. Blurples are junk. Do some reading here on riu. You can get great leds and excellent customer service at timbergrowlights.com or if you're up for a diy build go to cobkits.com

In the right hands they can also grow plants. If you have to ask whether you have the right hands or not then no, you don't.

That's an unqualified statement. Lots of good blurples out there that outperform a number of CoBs.
CoBs by themselves aren't that great a light source as several smaller LEDs because of light distribution. What makes CoBs work well for many is the efficiency at higher currents, spd of light used in white leds and that it is easier to to put together a unit from 1 CoB rather than 100.
You can underdrive all LEDs to a point where they will eventually reach a similar efficiency. Some a lot more than others. With common brand CoBs we see around 10-20% efficiency increase when halving the current and another 10-20% when halving that half. You can do the same with blurples so if you can get some cheap enough it might actually be worth it.
No different than any other light source in the right hands.

Not totally useless.
Look at the youtube Mars hack.
Open it up, look at the drivers, they will probably be something like this one.
There are a few cobs that'll fit on that driver ie the Citizen 1212s. 36v - CobKits sells them or ebay.
3 fit on that driver.
CXBs 36v too.
Just an example as there are other cobs that'll fit ......Or a Quantum board - Northern Grow lights maybe?
