At 7 days gave them 320 ppm nutes(102ppm water plain)
They was burned the next day so flushed them with plain 6.0 water. They have been recovering fine just not these 2 northern lights by royal queen seeds. Barneys lsd looks fine as u can see in pics.\
Yesterday gave them 219ppm 1cc botnicare pro grow , 1.5 cc cal /mg and .5 silcan blast. Could have game more nutes but wanted to stay under 250ppm.

they look waterlogged, seedlings aren't my strong point someone may have better info. You have holes in the bottom of the cups I assume?

I'm no expert but they look starved to me, I see no evidence of being overfed. A 50/50 mix is very airy - I don't think you could overwater with that mix I do 70/30 and by day 4 I feed 1/4 strength nutes daily.

so should I water them tomorrow with stronger nutes and how much ppm do you think?

I don't own a ppm meter so I can't tell you what it would be - I just do 1/4 strength of the recommended nutes for two weeks, then up it to 1/2 strength. But yours are way behind what a 15 day old plant should be in growth so if it were me I would definitely feed 1/4 strength put your T-5's about 6" from the top of the plants. I see that you are new - welcome to growing. I attached a pic of a 2 week old seedling under t-5's so you can get an idea of growth when conditions are good.

Never let coco dry - it should always be moist and each feeding should have run off everytime With your mix it can't go too long between feedings even with that small of a seedling. Start with every other day for a few and see how they look. When you transplant I suggest a 70/30 coco/perlite mix - it will retain more moisture which is important when the plants get larger.
