is it a male or hermie or are these just normal female preflowers?

depends how much you squint. It's not that exact. Once you start seeing things looking like bunches of balls, you'll probably notice banana like things inside the balls, they will swell and burst. let it go as long as youre comfortable but minimal risk of seeding anything until well after it has given you enough information to determine sex. Strait water mist will kill pollen.

ive read it that its possible to tell the sex even in veg stage tho these look more like new growths to me

biggest difference is usually pollen sacs come in multiples, every few days there will be more. femail calyx will develop hairs fairly quick

This will depend on strain, or if they get stressed. Just cut 2 males and pos id females at 17/7 in veg on a strain I'm running for the second time, saw it the on the first one but I thought it was cause I stressed it transplanting, looking more genetic now.

imma wait 2 more weeks on it tho to be sure
but if its a hermie i should just remove the sacs or spray them with plain water right?

It looks male to me ,it even looks yellow inside. I also don't see any female parts, most plants that have hermed on me started out female and then when male. I'm not saying that is the only way it works, but I would have cut mine or moved them if they started out male.

You don't need to spray. The plant is too young to produce anything you need to worry about. Just get it out of there as soon as your sure it's a male and you will be fine

lol its my first grew and i have just one plant lol id be pretty bummed tho i hope its not a male
