Noob question; how do the lm563c diodes from Quantum Boards rate on this CRI/R9 mumbo jumbo? Will they create one that is R9 or whatever? Or at 80cri is it already OK in r9?

The differences in the various spectrums in white LEDs are small in the 3000k to 3500k area. In most cases the 90 cri rated LEDs make a little more and deeper reds. It does seem to make a difference.
Keep in mind that the growth differences are small and 70 or 80 cri COBs or boards kill any other light source. If I didn't have plenty of COBs and high end white panels I would be playing with boards!

what about manufacturers who label their led's @ 80cri but when you test them they come back @ 93 cri,still no r9 in those ?

No idea. I speak only for their data sheets . You would need the tools to measure .
Many guys like Growmau5 and ledgardener have these tools but took for granted the average CRI from r1-r14 you could actually have a 99cri with 0 R9 in theory.
In practice R9 starts to increase above 90 CRI
I wouldn't bash the Citizens so much, they have an extreme high cri 97+ and R9 COB, but it trades off efficiency for that .
What we have yet to discover is how important is R9 . Or even if it is is important at all. These are just second guesses so far
