If the driver has a double insulated symbol (a square within a square) then it is (supposedly) certified as being insulated sufficiently and an earth connection would have no effect as you can't get a leakage path from mains via the low voltage output to earth.
Typically if a fitting has a metal housing and has mains in it, then the metal needs to be earth. Modern LED fittings with an external driver, even if the fitting is metal, would not need an earth wire if the driver is double insulated, which i would image this one is or else it would be provided with a earth wire.

Im yet to hear of a forum post on getting a electric shock yet , my evil self lives in hope, a electric fence shock at best.. well on your baby driver anyway.. on the AC side, measures are in place to protect 5 billion people plugging into power, never meet anyone who died using residential power, but thats just me. but good your playing it safe.
ive ripped a few meanwell drivers apart and the components are totally melted in a block of hard molten plastic insulating every part, even the ones with a earth wire like mine.
Ive drilled a hole in a bath of water with a 24volt electric drill , and im still all good... maybe...possibly lol ill let you be the judge of that.
