Can anybody tell me why some of my buds white hairs are already turning different colors 3 weeks into flowering... thanks

Normal. Just maturity thru the flowering stage. More will turn brownish/red and more white pistils will show up as well.

However, make sure to check the unnatural causes for this - such as light too close/heat, etc.

Three weeks does seem early for any hairs to start drying up but it does happen and sometimes you never figure out the cause. Other than the excess heat or being too close to the light the most common causes are from excess exposure to direct air flow, repeated friction against other parts of plants or other objects (usually also caused by too much direct air flow), accidental pollination (usually herm), or damage to the supporting stem causing the relevant buds to ripen prematurely.

I don’t think they’re to close to the light but I do have a fan directly on them at medium speed...

There's a good chance that's the cause. Assuming it's an oscillating fan and your garden space allows try to set it up where it will blow over the tops of the nearest plants and only directly hit plants further away where it has a chance to spread out and dissipate the air flow. Eventually put another fan diagonally opposite it to the same and you'll have pretty even air circulation without any hot spots.
