Germinating seeds? The safest way to ensure your going to have a plant,is to germinate outside of soil/other substrate.
I use the ol'paper towel and Ziploc method.. .. just dampen a square of paper towel fold it with seeds and Ziploc it.. anywhere from 24+ hours GOOD seeds will pop.. some may take up to a week plus, but mold usually
except you don't need to Ziploc it, I just leave it sitting on a paper plate, 80% or so pop

yeah that's exactly what I'm talking about....... I just took two germinated seeds out of the paper towel and planted them, I want to know should I THEN water??
so? should I water them?

I would think so. But I plant in soil, so don't actually have to do this step with mine.
hey larry quick question, should you take off the bigger fan leaves outside? I only ask because ive got about four really big fans that sit right on top of a bud respectively, and the buds that are covered, some of the pistils are turning orangey brown, but the crowns and most of the higher buds that aren't covered, aren't turning. Is it just cause they are lower, so they are both covered by the fans and start to ripen first and I'm just making the wrong connection, or should I take off the fans that are covering them?

Id leave em on but I'm not Larry.
Damping seeds off when just sown is a no no...to much water in soil and they just wont take cos they have no roots to suck up the water
Better to just spray in a bottle the one spot where the seed is gonna come up not the whole container.

I don't remove any leaves until they turn yellow, and they will fall off on their own soon after that anyway. Not sure if there is cause and effect to the brown pistils. It might just be coincidence.
