(which they're just about done with and should be completed by 2020)

NASA pays Russia a flat fee for giving an astronaut a ride and also waves fees for access to Hubble and other large field telescopes among other things as a quid pro quo. The governments have nothing to do with it and no say in the matter either way. It's completely worked out by the relative space agencies of the planet.
