Definitely do not add nutes yet. I'm seeing signs of nute burn personally, you can tell on the bottom fan leaves. If I had to guess you've been watering every day? A plant that size should only need water every ~3-4 days or so. It is significantly better to under-water than it is to over-water. Underwatering can be remedied within hours simply by watering. Overwatering will cause pH imbalance, which in turn will lead to phantom nutrient deficiencies because of the nutes being locked out due to acidic pH. On top of that, overwatering creates the perfect environment for pests, fungus gnats specifically, which would love to munch on newly developing roots. To give you some perspective, I ran a shed with 4400 watts and my air conditioner crapped out on me. When I opened the shed I was hit with ~120F temps, plants were in that heat for at least 6+ hours. Soil was dry and plants were droopy, but once the AC was fixed and I watered them they perked right back up in a matter of hours. Overwatering though? Overwatering will significantly diminish yields/quality at best and will kill your plants at worst. It is infinitely easier to kill a plant by overwatering as opposed to underwatering.
Think about us as humans. What's more likely to kill us? Going without water for a day? Or being submerged in water for hours on end to the point of being deprived of oxygen and suffocated to death? Do not be afraid of underwatering, overwatering is the enemy here my man!
Not sure what soil you have them planted in (wood chips in the medium make me think Miracle Gro?), but most soil mixes don't require extra nutes for the first 4-8 weeks. Don't add nutes for a while, and water them less. Those lights can definitely get a little closer too. You can grow decent buds under CFLs, but the yields won't be the most impressive. That's okay though because it's a cheap way to learn and you'll be armed with much more knowledge for the next time you grow!
CFLs are definitely capable of growing plants, but not optimally. But you can worry about upgrading the lights after this grow. I wouldn't put an HID fixture in such a confined space because you'll definitely have problems with heat. Cree/COB LED lights would be perfect for your set up, but they're pricey. If you want an HID light, you'll need to grab yourself a grow tent. They can be had for ~$80-$100 on eBay/Amazon.
And lastly, ask as many questions as it takes. Plenty of people around here willing to lend a hand when possible.
