the best combo IMO is the Cycloptics brand. it's reflector is by far the best. but it's a bit different in that they recommend you hang it on a 8' ceiling and don't move it up or down.

it's been awhile since i looked but check out growershouse.com do a search for the 120V wiht a Philips bulbs w/ vertical bulb and see what fits in your price range. if you meet all 3 criteria, any of them should be fine.
