There should definitely be some indicator by now, not sure, plant would be very stunted.

That's 30-40 days into flower?

Normally I'd say grind up the dog and use it as fertilizer, but in this case, I suspect that your lighting among other things is purely inadequate to do a decent flower stage anyhow.

Tell us about your environment and equipment that you're dealing with here.
 
The stress from Scooby snacking on it probably caused quite a setback ;)
So my veggie stage is longer or what should I do I have another one he got hold of to but not as bad

The first step would be to keep the dog away from the plants. ;)
My guess is that your lighting probably isn’t sufficient for flowering. Those plants should be really big after 30-40 days in flower.
 
I have them outside
So then the plants are 30-40 days old? That makes more sense, and my guess is they are stunted from your dog snacking on them. My mistake, I thought you said 30-40 days in flower. You’re going to want those in much larger pots if you are growing them outside, too. Like 10-20 gallon pots.
