Like you are trying to flower that entire space? or your setting up separate veg and flower areas? A pro grower would run 14-16 of these if it was all one big flower room.

It would be to veg the entire space and then flower in a separate space.

The flowering space would be closer to 25x20 as well.
You need less than half the space for flower as you do for veg. Plants grow 2-3x their size after you flip to 12/12. A commercial grower with 6 equally sized rooms would typically only use one of them for veg.

Your flowering room is a just a bit smaller than mine. You can easily put 16-20. I have 8 in the room and another 8 I gotta install. The 8 currently in the room is barely half way. Eventually want to switch over to LEDs sooner or later. As for lighting choice just stick with Gavitas make friends with your local hydro store you'll be amazed what they will do for you.

There are a LOT of ways to skin this cat.

First, how high are your ceilings? How do you intend to grow your plants? How much space is actual canopy, how much is other gear?

Are you looking at running LED or HID? I would be looking at the HLG 650r, each covering a 5x5 foot canopy area, so obviously 20 of those would cover the entire area. Thats gonna save a lot of wattage and a lot of heat. Stellar crops can be achieved with this type setup. You don't have to cool as much heat and you actually need a little warmer canopy temperatures with LED.

With HID depending on ceiling height you might go with 1kW DE's but more fixtures of lower wattage would be required if you have lower ceilings. A lot depends on style of growth though, if you keep the plants shorter then you could go with the higher wattage perhaps. One can even grow trees with side lighting and that totally changes the game. Like I said, lot of ways to skin this cat. Really have to account for how the plants will be grown.

How well insulated is your space comes into play for cooling... Sounds like a minisplit will be required and dehumidification. I would go sealed and CO2, have a little extra cooling capacity...

How many amps do you have to play with in your room? You are gonna need lighting, AC, dehumidification as well as fans and whatnot. You can run scrubbers for odor mitigation or look into an AirROS unit to get the sterilization benefits eliminating the potential for PM and botrytis.
