First grow, almost ready for flowering?

I’m in a 5 gallon pot
Planted seed June 9th.

It’s grown very short and bushy. I know people will say to flip whenever you want but what exactly do you wait for to make the transition?

I’m looking for any critiques and advice on how I should proceed with my first grow.

Size of the plant. Many strains will grow 2-3 times their size (particularly height) in the first three weeks of flower.

The switch to flower for tent/small area growers is almost always guided by the distance you have between plant canopy and bottom of the lamp.

Light penetration also matters, so if you've got a 5' tall plant but a crappy light, the stems will be weak, the branches will start falling over, and the entire lower portions of the plant won't produce anything worth while.
