Wanna make a tincture but anything above 60% is illegal so I can't buy or order some. Will it be as potent as when using 95% just takes longer to make? Don't care if it takes a couple months.

60% will extract the cannabinoids, and along with it, copious amounts of water solubles and other polar elements like chlorophyll that you had rather not have.
Can you have higher octane ethanol shipped to you for extraction?
You can also bump your 60 proof up to about 120 proof with one pass through a pot still and with multiple passes get it even higher.
You could run it through a refluxing still and get it to 190 proof in a single pass.
You could add Drierite or mol sieve to absorb the water and then filter them out before extracting.
You might also extract with 99% Isopropyl and boil it off in a 250F hot oil bath all the way through decarboxylation, and then re-dissolve it in 60 proof for an activated tincture.

There are denatured 190 proofs that are made for doing extractions and because they are denatured they are not consumable and completely legal.... Im not saying to use ISO. Im saying I dont think your understanding of what alcohol is illegal to have is correct. Typically the limitations on ethanol proof are for liquor, but 200 proof flambé or reagent grade for use in laboratories is still legal. Check your restaurant and scientific supply stores.
Running an ethanol or liquor production requires a distillers license, because the taxman wants his cut. Stills under a gallon and to make ethanol for use in essential extraction oil extraction are typically exempt.
If you are condensing 60 proof, instead of a wash, you have already paid the liquor tax.
