Wanna make a tincture but anything above 60% is illegal so I can't buy or order some. Will it be as potent as when using 95% just takes longer to make? Don't care if it takes a couple months.

Wowza! Sipping whiskey is around 80%. What do they charge a bottle for 40% water?
60% will extract the cannabinoids, and along with it, copious amounts of water solubles and other polar elements like chlorophyll that you had rather not have.
Can you have higher octane ethanol shipped to you for extraction?
You can also bump your 60 proof up to about 120 proof with one pass through a pot still and with multiple passes get it even higher.
You could run it through a refluxing still and get it to 190 proof in a single pass.
You could add Drierite or mol sieve to absorb the water and then filter them out before extracting.
You might also extract with 99% Isopropyl and boil it off in a 250F hot oil bath all the way through decarboxylation, and then re-dissolve it in 60 proof for an activated tincture.

Nope 152 rum is about 75 % right? Considered illegal drug here when passing 60%(120 proof)
Well I wanna consume it so isopropyl is not the best option.
If alcohol extraction with 120 proof is as efficient(efficient as how much % of the good stuff that comes out) as with 190 proof but takes longer and give more unwanted stuff - no problem I don't mind as long as the good stuff is there's and in correct ratios. I was just afraid I needed something stronger to get resins to go fluid, but I really have no clue.
U mention 60 proof, but thats like 30% alcohol?

Never thought about that I can make it go higher with some tools and heat. What do I need? BTW alcohol production(steaming) is also illegal here, so might be tricky get some parts not sure.

But is it? It's not for drinking. I can't buy high test drinking alcohol in my state either (or online) as it's illegal but I can order that ethanol.

Edit: food grade ethanol = safe for consumption, right?
Anything above 120 proof made for consumption is illegal here.
Anything with alcohol in it that is not made for consumption gets mixed with toxins to prevent abuse.

I dont think it is. Illegal to sell or consume maybe but possessing it and using it for what your doing is more than likely legal. There are denatured 190 proofs that are made for doing extractions and because they are denatured they are not consumable and completely legal.... Im sure they stock 90% or 99% iso alcohol at your local walmart.

They do, but i don't wanna use iso. That requires a whole other process. I wanna make it simple and just drop weed and alcohol in a jar for whatever time it takes - if it works just as well. Just the thought that I maybe didn't get all the shit out will give me some headache.

Im not saying to use ISO. Im saying I dont think your understanding of what alcohol is illegal to have is correct. My states limit is 151 but i looked into it and buying the food grade 200 proof for science stuff is legal.

Optimally a refluxing still, but you can do multiple runs with a pot still and boost it to at least 150 proof. Google Drierite desiccant for information on it.
Typically the limitations on ethanol proof are for liquor, but 200 proof flambé or reagent grade for use in laboratories is still legal. Check your restaurant and scientific supply stores.
Running an ethanol or liquor production requires a distillers license, because the taxman wants his cut. Stills under a gallon and to make ethanol for use in essential extraction oil extraction are typically exempt.
If you are condensing 60 proof, instead of a wash, you have already paid the liquor tax.
