Legendary seed hasn't popped in 8 days - Need opinions

Addendum for clarity - it's in a Jiffy pellet, and has been kept moist in a Jiffy greenhouse since planting. I did some gentle investigation earlier, and it has not cracked or started a taproot.

Did you put it in water or paper towel first, or right in the dirt? How close is the light, and what’s the temp of the medium?
I added a bit of context in a previous post, but to answer your questions: Idid not soak it or do paper towel. It went straight into a well-soaked Jiffy pellet (peat).
Light is ~8 inches above the Jiffy Pellets. The seed is quite old, but other seeds that have been stored the same way for the same amount of time have germinated (stored in sealed vials next to desicant packets in a refrigerated tub for ~13 years) Temp of the medium is about 20 - 22c consistently.

I guess my real question is - is it unheard of for a cannabis seed to be revived/made viable by drying and scuffing it after it sits in damp soil for 8 days?

Wouldn't hurt to give it a little scuff, and set it back in the peat. Squeeze some of the water out of the jiffy pellet. I don't think it's supposed to be soaked ideally. I'm not 100% on that. I wouldn't give up on it just yet.

Everything I've seen on the subject has said to dry the seed thoroughly, then scuff. I'm tempted to just hold and hope it pops, a cursory search says old seeds might take two weeks to pop. Tough decision. Appreciate the input bro
