Some soils hold more water than others. Some strains can tolerate more than others. Just because you lead a horse to water doesn't mean it'll drink... check saturation levels before you water.

But from the soil I showed you does that look like somethin would hold that

easy trick to see if ur soil is over waterd just stick ur finger into the soil finger nail deep . If there is no soil on ur finger or it drops of with a tap ur good to water if not wait. To me when it droops like that either 2 much water and or root problem(Soil maybe 2 compact?). But this is just my opinion. I used to grow with cfl and never had this problem . Grew bubblegummer and ogkush from Clones and also Seeds. Used Plagron royal mix and they grew amazingly .

always appreciate input from anybody , but we all know the knuckle trick , it’s def dry fr a while after checking that , is under watering not even a possibility ??

Don't change anything severe. When in doubt flush and start over nutes wise. At most play with light height.
