Go report it as fraud right now. Seeds aren't illegal and apparently you have a card, so being honest would probably prevent any sort of possibility of you being accused of being a scammer attempting to scam the seller.
I don't know where the OP is but seeds are technically illegal in the United States under federal law. They don't prosecute but they will seize them if they find them. As far as paypal I'm pretty sure cannabis seeds fall under forbidden items and you can have your account closed for using paypal to purchase seeds if they find out.
Good point about Paypal. I didn't think about that. They only seize them if the paperwork for sending seeds isn't in order, from what I've gathered. Cannabis seeds were classified as hemp in 2018. So they are legal to ship, just not plant.
