Are you sure about that as I think you are mistaken. I believe seeds are legal as long as not germinated. Where they get you is seed import laws. All seeds being imported need to have a lab issued doc declaring they are free of pesticides and such. With the proper paperwork you can import all the seeds you want if I am not mistaken.
its a pretty grey area. while they can be sold as 'souvenirs' its really up in the air regarding legality. even in canada. technically we are supposed to buy legal seeds from the govt. even tho all the lps grow weed from the same seed breeders we buy our seeds from. they can be seized. it happens

Yes but it's not grey here in Canada with regards to seeds. Yes you are supposed to buy from legal sources however there is no law against seeds other than agricultural laws. Growing them is another story. Take a look at this recent seizure form from the USA. Notice it's issued by the US department of agriculture and states the seeds were not allowed because they were missing a phyto certificate.
