any ideas as to what is wrong with this plant?

I think I see pistils forming near the nodes. What do you know about the genetics? Maybe it needed a longer veg time to be mature enough to flower. I really don't know.
Are the others that are flowering fine germinated at the same time, in the same grow media, getting the same nutes, in the same tent now?
I don't think it's ruderalis. Those are autoflowering genetics. It would def be flowering by now regardless of 12/12 or 24/0 light.

Seeds are Amnesia Trance - from a reputable source
3 seeds germinated at same time
1 soil, 2 hydro
soil plant has buds and is 5 weeks from plucking
this hydro was flipped before soil because of size difference
The other hydro seed had issues in it's youth and had to be used for cloning - in which a clone was started in the other GH hydrofarm.
(vegging now - flipping this weekend)
All 3 are in separate tents in same room, same general growing environment.
Hydro's are using GH hydro nutes, soil is using GH soil nutes.

Check your timing of your lights for that plant.
double check triple check to make sure you light is coming on for 12 and off for 12.

^^^^I agree with them. Check your light at the moment it should turn off and the moment it should turn on. See it on just before lights out, and confirm the lights out time. See it off just before lights on, and confirm the lights on time. Spot check it a couple of times during the dark period to be sure it's totally dark.

A 10/14 photoperiod will have the plant flowering faster as well. There's a lot of old school types from the equatorial regions as well as the southern hemisphere in a lot of different polyhybrid crosses and it can surface in a lot of the modern seeds. But in your situation your growing a haze recombinant highbrid and it's definitely what some still call a true Sativa or a Narrow Leaf Drug Cultivar.
It's going to probably stretch for a few weeks and then some, so if female your looking at anywhere from 12-16 weeks of flowering time. It can triple in size as well
