What is the basic P.H. of water, because I have well water and I am going to use a hydroponic system where I would need 10 gallons of water and I don;t know if I need to use PH Up or Down on it.

distilled water is neutral. pH 7. Tap water can be neutral or up to about 8.5 depending. Rain water is usually about 6.5

You will need a pH tester to adjust pH, test your water with it and adjust accordingly. Don't try to adjust pH without a pH tester, you will likely do your plant more harm than not adjusting it at all.

If your short on $$ buy a cheap PH tester @ home depot. Its not exact but it will get you close.

the water where I'm at is 8.5 out of the tap. chances are you'll need pH down too.

get a pH meter, one of the most important things to have for your grow!

Holy cow. Some bad advice here.

It doesn't matter what your tap water's PH is, the only thing that matters is your PH AFTER you add nutes.

There is no way anyone can guess where your PH will end up given so many variables like your initial tap water's PH, the amount of nutes you add, the brand of nutes you add, etc, etc, etc. You need to buy a PH meter. You're crazy to do hydroponics without it.

What about the first couple of weeks when they are seedlings and you haven't added nutes yet? The pH of the tap water in my area is way too high and I have to use pH down to get it close to the range needed for healthy growth.

Totally agree, get a pH meter!
