Problems with ballast

I have a 660watt dimmable hid ballast that only works on 250watt. Does anybody know or can guess why and if i could fix it? Maybe its a commen problem. I have done a little electric fix in my lifetime but never on a ballast.

New digital ballast are sealed with a tar substance They are like a disposable cigarette lighter

Time to buy new lighting
