I bought some fastbuds seeds from a local seedbank. Its almost 3days in paper for germination. If they didnt germinate can i request from the seedbank to send me the amount of seeds i bought for free? I live in a country where cultivation of cannabis is illegal.. also to mention that i put 3 seeds and only the one had pop up

you can tell them about the fact that they did not germinate, as they may be from a duf lot of seeds and need to know, as for getting free seeds, thats up to the descrethon of the seed sellers.
but make up a cock n bull story that you sent them to a friend in the usa where its legal to grow, you sent them as a gift and they did not germinate.
chances are they wont send you replacements, as there are many things to factor in when germinating them.
give them some extra time, make sure there still in damp paper, they may still germinate

Skip the paper towels and sow directly into medium.

a lot of seeds I've seen people get these days are on the old side and need a soak.
Prolly should given them a soak and see if you spot tails.
Keep you from fooling with dead seeds for too long.
You plant them and they may come up when you've got something else in that soil.
Leave them in paper towel, might pop days apart.

Sounds like a plan, but beware, they will be used to high humidity under the bottles, so ease them back into normal life.
I will use a Ziploc baggie instead of a bottle, so I can cut a corner out of it and let them get used to lower humidity, so they don't get shocked. A day under the cut baggie and they are ready for real life.

Last year i did the same and it went well . But i had planned them on the begging of April . I think they will be okay we will see .a lot of people told me to do it with cutten plastic bottles . They are open on the top so i think some moisture will go away. Second time i try to grow and i put them outdoors. Hope for the best results

Cool, I pictured the bottom of the bottle up. :)

It all depends upon how old the seed is.
I've had some take 2 weeks to germinate.
Unfortunately can't know how old they are.
What's your opinion? Should i wait at least ten days to see if they gonna break the soil and if not to put new seeds or to wait more days? I put my last seed yesterday to germinate

Up to you. You know your schedule.
:) This is the very reason I soak seeds and use paper towel.

And something else. The one that had break the soil (first day) it has the shell on it. Should i left it and wait to see tomorrow if it has fallen or should i try to get it off?

It may pinch the first set of leaves. Watch it and if it doesn't fall off, pick it off with a fingernail.
