one is showing sings and thenother hasnt done anything looks like it just stopped growing
Which one is that picture supposed to be? If it's meant to be the one that 'hasn't done anything,' it's putting out pistils, which is a sign of flowering.

What happened to the leaves?? A rogue cat?

I would say stop pruning off leaves, you are shocking the plant. Plants need all the energy they can get to set flower sites. The leaves act as solar panels that provide energy to the plant for growth.

It takes 10-21 days for most hybrids to start setting bud sights. Cannabis growing like all other horticulture is all about patience.

I flipped it kinda early thats like 7 or 8 weeks is that bad
Its not bad. It will just flower when its ready to. Older more mature plants that might only take 7-10 days. Sometimes if you flower a younger plant it might just take a couple weeks longer to start actually flowering. It won't hurt anything though. Its not instant, it takes time for the plant to build up the correct hormones and then start to change its growth.

Some people grow seeds on a 12/12 light cycle right from the beginning. It's a great way to work through a lot of seeds to pheno hunt. It's also a good way to grow smaller plants and have a larger variety in a grow space. Anyway, the plants will produce vegetative growth for weeks even under the 12/12 lighting because the genetics haven't reached the point of reproductive maturity. Every plant is different so there isn't a set amount of time that takes, could be anywhere from 4-12 weeks under good growing conditions. If the growth conditions are out of wack(or the plants get stressed) it will slow down growth and could take things even longer.
