Are these aphids?

Was revegging some small male plant with my sick seedlings and I saw these guys. What are they and what should I do? Thanks yall

I put that plant outside immediately by the way guys it’s so messed up from switching light schedules. My friend had it in his backyard with some other plants and gave it back to me so I can take the pollen
 
couple of things I do is (if outside which rereading you are) just spray the whole plant off with a garden hose nozzle. Knock em off 1st and then treat with the neem. Also I tend to see ants and those nasty little aphids working together so I use cinnamon on the soil after I water…and let those aphids fend for themselves. Could be bro science so take as you will.

The aphids are really minimal. I have had them super bad before and they actually usually kinda naturally go away this time of year but be a good data point and maybe get away from neem altogether
Yea i had em a couple times a few years ago. First time I used dr zymes. Then somebody told me it's just diluted citric acid, so the next time I used it. I havent had them again. I still have the citric acid somewhere. Lol
