I have never used them or seen them. I would say ya take the wrapper off.

I leave mine on, that way the roots grow out the bottom instead of out the sides.

This is the best answer. If the sides are going to be exposed leave it on. Really there is no reason to pull it off anyway, because it has more than enough space out the bottom.
