No, but like the other poster said, they weigh anything that is connected to the plant, dirt and all. They probably then multiply that weight by how much a gram would cost "on the street" to get that much, because there is no way each is worth 4k.

True they weigh it all and this is what you are charged with (unless med state, then only dried flowers are counted) But for the press release/propaganda they simply consider a plant a pound and use some street pound price they heard. In the NatGeo Explorer on cannabis a DEA bigwig quoted the value of a busted op and used $3500 he then said in NY it would go for $7000!!!
