Depending on how chep you are there are many ways,

Step 1:
You can buy a portable ac 200-350$
Get a swamp cooler 150$
Get an exhaust fan 75$
Put Frozen 2 liter bottle in front of your fan, rinse and repeat

Step 2:
???

Step 3:
Profit

A swamp cooler is basically a fan that uses water to keep the air cooler:

It will work to a certain degree, I used to used that technique on my fish tank when the water temps got to high I would but I frozen 2 liter in the sump and watch the temps drop.
