ballaest has a short and is going to start sparking
also could be when the ballist warms up its over heating and cuts off then when it cools down it cuts on
it would take about 3 min for this to happins
do you have it pluged into a wall or ententin cord thats important
and what watt

It's plugged into a breaker box and it's a 1000w bulb...

Sounds like the igniter or the capacitor, Unless your into electronics, take the thing to a grow shop that will check it our of an electrical shop and get it checked. The parts are easy to come by, but so is a big ass electrical shock if you are not sure how to discharge a big cap so use caution.

if its thermaly protected. thats the same operation a sump pump has when its thermal overloads are opening from to much heat. gie it a min to stop working and the pump resets itself and resumes normal operation. interviles of operation, overload,shutdown,reset,operate , repeat repeat will continue till you burn up your pump, or your integral saftey feature of your light in your case.

but im not sure if grow lights are thermaly protected anyway.

His shit didn't burn down right? It sounds like the ballast did exactly what it was supposed to and cut off to prevent a serious problem. How exactly is that one more reason to grow with cfl's?

I like cfl's as much as the next guy, but they still can't "hold a candle" to HID.
 
if ur lamp is old it could be that u need a new lamp i work in street lighting firm and it happens regulary we call it a flasher! if this doesnt work it could be a faulty ignitor or the thermal cut out coming into action
