Need help quick.

I seem to be having a problem with my plant, it is in 2 weeks forced flowering outdoors, anyways many of the leaves (although none of the top ones, starts like midway down) are ending up with holes which upon closer inspection is like a transparant film, not a hole. pictures soon but does anyone have any idea of what bug/problem this sounds like? 9im buying neem oil today

Edit:I water every 2 days and mist the plants atleast once on sunny days,

misty the plant could cause hot spots like a magnifying glass and create small burns all over your leaves.... if its not a bug problem

when misting, burn spots on mine appeared rust colored first then turned to holes.

I think my plant has a mixture of some bug problems (I found a small green worm like 1/4 of an inch long underneath the most damaged leaf) and nute burn, im gonna take it easy on the nutes and buy some neem oil? how often should I use the neem oil and do I spray everywhere on the plant?
