The rule of thumb about exhausting your room every 5 min is to ensure that the plants have adequate CO2, it has nothing to do with temps. So yes, that fan will be fine if all you are using it for is to bring in new air to your room. But if you are using it to cool the room, you will be screwed. With my 400watt setup I used to use a 465cfm fan. For my 1200watt vert setup I run right now, I have a 747cfm fan and wish I had something closer to 1000cfm.
If you run that tiny fan, your cab will be like 30degrees above ambient temps. So if your house is at 75 degrees, your cab will be closer to 110degrees. With my 465cfm fan with 400watts, my cab would stay like 8degrees above ambients. So if my house was 75degrees, my cab was at about 83degrees. So you can get away with running that small fan but you will need to keep your house at like 50degrees. It will be much cheaper to spend $100-$200 on a fan and not have to run your a/c like crazy.
