How many plants can i get out of a 400 watt HPS

At LEAST 4.
Probably 6 if you want to push it.
But 4 would be good.

The way I understood it was, he wanted to know how many plants he could successfully grow under one 400 watt hps. Or maybe I am reading into it..

Kinda depends on how big your pot size is, and how long you veg for. A 400w is effective in a 3x3ft area.
