I would for sure lower the lights as close as possible to the plants without burning them.
Being CFL's you can get them really close.
Doing so as daveg1i said, will stop them from stretching so much and keep them nice and
tight.
You should also get a fan going in there to circulate the air and keep them nice and happy.
CFL's can be used throughout the entire process for sure, but you will need to
replace the ones you have now with some CFL's in the 2700k spectrum range.
And switch to 12/12 lighting cycle.
Also, the globes you have are 14Watt and are actually quite low for what you want.
"dont pay any attention to the equivalents" they display on the packaging.
You can pickup true 45W CFL's at almost any place
such as Home Depot etc. Depending where you live of course.
