Used foliar spray with baking soda, now bud hair is brown

teaspoon of baking soda + water was used on plant(4th week flowering) with a minor mold problem. 2 days later, several bud sites have hairs that have turned brown and shriveled overnight...

What should I do?

will new pistils grow to replace the burnt ones? is the plant too damaged?

Depending on how far along you are in flowering will determine if new pistils will grow. Seeing that you are only 4 weeks in tells me that yes, they will. Maybe not on the exact sites that were affected, but certainly on the growth. As the cola swells, new calyxes will be produced and sprout pistils.
