Is my grow slow for 15 days old ??? (blue cheese fem , 1st time grower)

please please tell me guys am i being paranoid again or is my grow really slow and under developed for 15days old ??? its just in comparison to some peoples pics i have seen they seem quite less developed ??????

hi i am attempting to grow my own for the 1st time with very little experience other than the internet
i am attemting to grow in a metre square grow tent and 1.8 metres high
i am using a 250watt blue cfl bulb during vegging & have a red one to change it to for flowering
i am growing blue cheese feminised seeds which i got from a reccomended retailer
the grow medium that came with the kit i purchased is bio-bizz all mix soil
i was also supplied with bio grow & bio bloom nutrients (though i have not started using them yet)
i am currently using bottled water as the water in my area is of poor quality ,i have tested the ph of the water each time before watering and it has been fine

my seeds germinated in 5 days so i potted them & i put them under lights on a 18/6 cycle,the reaction to the lights was good and they began to grow quite quickly & what looked to be healthy the stems did get quite stringy and bendy so when i repotted them i rooted them a bit lower and buried in the stem to support it

the pictures below are from today & plants are 15 days old















all the plants have at lease 10 healthy & developed leaves on them as i said they are short because i re potted them just to days ago to just under the bottom leaf

i would really appreciate your oppinions & any advice you have to give

When you say Blue Light is it a growing light or one of the light bulbs you can pick up from Gag Gift Store or some other type of party store?

Little early to repot. You should make sure you let them relax for a bit and let their roots get strong. Personally I am using a 24 hour light cycle and a T5 Fluorescent tube set up. It's working well, mine seedling are looking similar to yours and I am going on there 7th day of growth. I think the 24 hour cycle helps speed up the process. well to be absolutely fair, they are a bit small but not too small, but from what you have said id put that down to poor ventilation , you want a constant breeze on your plants, not just becuase of strengtheing the stem but also because the plant uses all the carbon dioxide around the leaf in a matter of minutes, so without precious c02 plant growth will slow to a crawl in a stuffy enviroment , in a corn feild on a hot stagnant stuffy day, although ample sunlight provided , the corn will only grow 1/3 of what it would grow if there was a light breeze,
so id say get a fan and possibly use a sugar/yeast fermentation process to enrich the air with c02
other than that, the light probably isnt intense enough , which caused the stretching ,position the light closer to the plants and aim for 27000 lux (lumens per metre squared) for vegging so maybye invest in a new light

What type of light are you using and how far is it from the plants?
How far did you put in the seed ?
How's the ventilation & temp
