Stem-base rot?

Ok the plant is yellowing and the stem base is almost totally broken now. I have it supported but don;t see how it can recover.

Is this from watering too much, or watering too close to the stem?

It's happened before and now again. Any ideas would be greatly appreciated, thanks.

It's a cfl veg with a root riot cube in rockwool [cellmax].

That pant is done for. You are most likely overwatering. You might want to add an orbital fan directed at the trunk of your plants too.
